API and client roadmap

What the HTTP API and the command-line client will look like.

A read API and a small command-line client are planned. The shapes below are drafts and may change.

GET /api/v1/models?task=chat&sort=updated

GET /api/v1/datasets/{owner}/{name}/rows?split=train&offset=0

The only live endpoint today is a read-only chain relay used by the site itself.
